Abstract

Minski sumnjive površine u Bosni i Hercegovini predstavljaju ozbiljan problem i izazov. Tijekom ratnih sukoba u BiH je postavljeno oko 85 različitih vrsta mina, koje su većinom zabilježene od strane vojske. Proces razminiranja tih površina je izuzetno skup i dugotrajan. Centar za uklanjanje mina u BiH razvija razne strategije kako bi unaprijedili i modernizirali protuminske aktivnosti. Jedan od ključnih elemenata ovih strategija je kvalitetno upravljanje informacijama. Trenutno je u tijeku implementacija modernog informacijskog sustava IMSMA Core koji olakšava integraciju podataka o protuminskim akcijama u geografski kontekst. Informacijski sustavi su ključni jer omogućuju standardizaciju prikupljanja, pohrane, analize i distribucije preciznih, pravovremenih i relevantnih informacija. Posebno je važna GIS komponenta, koja čini temelj svakog minskog informacijskog sustava. Prikaz i razmjena prostornih informacija uz pomoć GIS tehnologija jedan je od osnovnih koraka u protuminskom djelovanju. Pojavom web GIS aplikacija otvaraju se još šire mogućnosti u smislu prostornih informacija. U ovom diplomskom radu korišteni su podaci minski sumnjivih površina na području Hercegovačko-neretvanske županije za izradu web GIS aplikacije MineMap. Za razvoj MineMap-a korištena je moderna Mapbox platforma koja nudi veliki broj usluga i proizvoda. Aplikacija služi za informiranje i pregled minski sumnjivih područja u HNŽ-u. Uz praktični dio, izneseni su i prijedlozi za poboljšanje postojećeg minskog informacijskog sustava. Predlaže se integracija ažurnih službenih državnih podataka Federalne geodetske uprave u postojeće minske sustave, kojima je moguće pristupiti putem OGC servisa. Osim toga, istaknuta je važnost razmjene podataka o minskim područjima te uvrštavanje navedenih podataka u INSPIRE teme Geoportala IPP-a. Primjena navedenih suvremenih alata za upravljanje informacijama i modernih tehnoloških rješenja je ključna kako bi se ubrzao gospodarski i ekonomski razvoj BiH.

Abstract (english)

Mine suspected areas in Bosnia and Herzegovina represent a serious problem and challenge. During the wartime conflicts in BiH, around 85 different types of mines were planted and were recorded by the military. The process of demining these areas is extremely expensive and time-consuming. The Mine Action Center in BiH is developing various strategies to enhance and modernize mine action activities. One of the key elements of these strategies is quality information management. Currently, the implementation of the modern IMSMA Core information system is underway, facilitating the integration of mine action data into geographic context. Information systems are crucial as they enable the standardization of the collection, storage, analysis, and distribution of accurate, timely, and relevant information. The GIS component is especially important because it represents the main structure of every mine information system. The display and exchange of spatial information using GIS technology is one of the basic steps in mine action. The advent of web GIS applications opens up even wider possibilities in terms of spatial information. In this thesis, data on mine suspected areas in the Herzegovina-Neretva Canton were used to create the web GIS application MineMap. The modern Mapbox platform was used for development of MineMap. The purpose of MineMap is to inform and review mine suspected areas in HNC. Besides the practical part, proposals for improving the existing mine information system were presented. It is suggested to integrate official data from the Federal Geodetic Administration into existing mine systems, which can be accessed using OGC services. Additionally, the importance of data exchange of mine areas and the inclusion of these data in the INSPIRE themes of the Geoportal IPP is highlighted. The application of these modern information management tools and technological solutions is crucial to accelerating the economic development of BiH.
